The Building and Construction Authority (BCA) called for COVID-Safe training and issued COVID-safe worksite requirements on 9th June 2020.
COVID-Safe Training
To be fully prepared to resume works, BCA requires two training courses for construction workers, safe management officers (SMOs) and safe distancing officers (SDOs). The employees will be given four weeks from project approval to complete the training courses: the COVID-safe training for all workers and the Safe Management Officer Course for Construction for the appointed personnel (SMOs and SDOs).
The requirements bind five types of work: construction projects; supply works; building works for single dwelling landed properties; construction account works including earlier permitted activities and renovation works for residential workplaces.
Workers in all types of work who are on work permits/S-pass holders are required to attend the training course. Meanwhile, only Singaporeans and permanent residents in three types of works are required to attend: construction projects, supply works, and building works for single dwelling landed properties.
Only SMOs and SDOs in two types of work are required to attend the course: construction projects and supply works.
Professionals, managers, executives, and technicians (PMETs), as well as personnel supporting administrative matters in the built environment sector are not required to attend this course.
COVID-Safe Worksite
Firms are required to appoint SMOs and SDOs to their worksite with the following criteria:
- One SMO for a total number of workers that are lesser or equal to 10
- One SMO and one SDO for a total number of workers that are greater 10 and lower than 50
- One SMO and one SDO for every 50 workers for a total number of workers that are greater than 50.
