Proposals on key areas of Hong Kong’s strategic development blueprint, which include talent acquisition; land and housing supply; and smart, sustainable city, have been submitted by The Hong Kong Institution of Engineers (HKIE) to the Chief Executive towards the formulation of the forthcoming Policy Address.

To resolve manpower shortages, the institution calls for a raise of the subsidy to companies running the Scheme “A” Graduate Training—which enables a faster track for graduates to obtain professional qualifications—from HKD5,610 to HKD10,000 and subsidised quota from 272 to 1,000. To this end, a provision of two-year subsidies to companies, which employ overseas graduates at a rate of approximately HKD10,000 per month, is also suggested.
On the issue of land and housing supply, HKIE urges for the quota expansion of the White Form Secondary Market Scheme as well as relaxation of the Mortgage Insurance Programme of the Hong Kong Mortgage Corporation to increase citizens’ access to affordable housing.
In advancing a smart, sustainable city, the proposed initiatives raise the need for carbon audits in New Development Areas projects; climate-resilient infrastructure; additional support to small and medium enterprises on green transition; and more resources to ‘facelift’ the cityscape.
