The ongoing trade consultation on the proposal to amend the Buildings Energy Efficiency Ordinance (Cap. 610) is aimed to enhance energy-saving and decarbonisation efforts as buildings account for 90 per cent of Hong Kong’s electricity consumption.

The amendments, as introduced in the 2023 Policy Address, are set to:
- extend the scope of regulation to more building types;
- mandate the disclosure of information related to energy audit reports; and
- shorten the interval of energy audits from the current 10 years to five years.
The two-month consultation, which is conducted by the Electrical and Mechanical Services Department, will end on 15 January 2024—in line with the Government’s target to commence the legislative work within the same year.
